Durch das Internet sind potenzielle K\u00e4ufer auch im Voraus besser informiert und k\u00f6nnen w\u00e4hrend des Suchprozesses mehr Autos vergleichen. <\/p>\n<h2>Worte sind billig<\/h2>\n<p> Trotzdem ist es f\u00fcr einen K\u00e4ufer eines importierten Autos, der im Ausland lebt, sehr schwierig, die Herkunft und die Wartungshistorie des Autos zu ermitteln. Die einzige M\u00f6glichkeit, die G\u00fcltigkeit des Kilometerstandes festzustellen, ist die \u00dcberpr\u00fcfung der Wartungshistorie. Auf Deutschland und Frankreich wird der Kilometerstand in einem Viertel aller F\u00e4lle durch eine Sichtpr\u00fcfung des Z\u00e4hlers ermittelt, aber in den meisten F\u00e4llen muss der K\u00e4ufer in erster Linie auf das Wort des Verk\u00e4ufers vertrauen. Dennoch gibt es M\u00f6glichkeiten, diese <em>Tachomanipulation<\/em> wirksam zu bek\u00e4mpfen. Ein Mitgliedsstaat steht seit 2006 an der Spitze dieser Kampagne: das tapfere kleine Belgien. <\/p>\n<h2>Belgien<\/h2>\n<p> Obwohl die Europ\u00e4ische Kommission 2014 eine Richtlinie ausgegeben hat, in der die Mitgliedstaaten aufgefordert werden, der Tachomanipulation ein Ende zu setzen (und alle Zuwiderhandlungen hart zu bestrafen), sehen die meisten europ\u00e4ischen Mitgliedstaaten passiv zu, wie ihr Gebrauchtwagenmarkt durch systematische Tachomanipulation verzerrt wird. Belgien ist die Ausnahme von der Regel, denn dieses Land hat es geschafft, das Problem der Tachomanipulation in weniger als zehn Jahren zu dezimieren. \u00dcberraschend? Nicht wirklich. Neben Deutschland und Litauen ist Belgien einer der Spitzenreiter im Export von Gebrauchtwagen au\u00dferhalb Europas. Im Jahr 2014 wurden sch\u00e4tzungsweise 480.000 Fahrzeuge aus dem Hafen von Antwerpen nach Afrika verschifft. H\u00f6chstwahrscheinlich handelte es sich dabei um 150.000 belgische Autos (abgemeldet in Belgien) und \u00fcber 300.000 Autos aus dem B2B-Handel. H\u00e4ndler kaufen Autos aus dem Ausland, die dann \u00fcber Belgien nach Afrika verkauft werden. Ein gro\u00dfer Teil dieser Autos stammt aus Griechenland, Italien und Spanien (als Folge der Wirtschaftskrise), aus Ost- und Zentraleuropa (aus logistischen Gr\u00fcnden &#8211; die Transporteure nehmen ihre alten Autos bei der Abholung von Gebrauchtwagen mit) und aus Nachbarl\u00e4ndern wie Niederlande und Deutschland. Um das Image des wirtschaftlich wichtigen Gebrauchtmarktes zu verbessern, hat Belgien im Jahr 2006 den Car-Pass eingef\u00fchrt. Mit diesem obligatorischen Dokument wird die Echtheit des Kilometerstands f\u00fcr jeden K\u00e4ufer eines Gebrauchtwagens \u00fcberpr\u00fcft. Ein Car-Pass ist ein gedrucktes Dokument (auf speziellem Papier gedruckt, \u00e4hnlich wie eine Banknote, um Betrug zu verhindern), das die vollst\u00e4ndige Kilometerstandshistorie eines Fahrzeugs angibt. Der Car-Pass sammelt alle bekannten Kilometerstandsdaten aus mehr als 11.000 anerkannten Instanzen: z. B. von der technischen Inspektion, der Werkstattwartung, dem Autoh\u00e4ndler oder vom letzten Reifenwechsel. Seit der Einf\u00fchrung des Car-Passes ist das Ph\u00e4nomen der Tachomanipulation in Belgien so gut wie verschwunden. Vor 2006 wurden j\u00e4hrlich etwa 60.000 Autos manipuliert, w\u00e4hrend 2015 nur 1,197 Verst\u00f6\u00dfe festgestellt wurden. Dies entspricht 0,16 Prozent der Gesamtzahl der Car-Pass-Zertifikate. <\/p>\n<h2>Auf dem Weg zum Europ\u00e4ischen Car-Pass?<\/h2>\n<p> Angesichts des gro\u00dfen Umfangs der Im- und Exporte von Fahrzeugen innerhalb der EU kann die Tachomanipulation nur dann wirklich bek\u00e4mpft werden, wenn ein grenz\u00fcberschreitendes europ\u00e4isches System geschaffen wird. Car-Pass ist seit Jahren bestrebt, ein solches System zu realisieren, um in ganz Europa eine Wirkung zu erzielen. Im Nachbarland Niederlande wurde ein \u00e4hnliches System, das von RDW verwaltet wird, eingef\u00fchrt, aber der versprochene europ\u00e4ische Ansatz fehlt noch. Die Einf\u00fchrung eines solchen europ\u00e4ischen Registrierungssystems h\u00e4tte auch erhebliche Vorteile f\u00fcr gewerbliche Verk\u00e4ufer, die vom fairen Handel stark profitieren k\u00f6nnen. Wenn ein K\u00e4ufer feststellen kann, dass der Kilometerstand zur\u00fcckgesetzt wurde, wird der professionelle Autoh\u00e4ndler immer zur Verantwortung gezogen &#8211; selbst wenn er das Fahrzeug in gutem Glauben gekauft hat. In diesem Fall kann der K\u00e4ufer die Erf\u00fcllung des Vertrags verlangen oder den Verkaufspreis oder zumindest einen Teil davon einfordern. Dar\u00fcber hinaus k\u00f6nnte die Einf\u00fchrung eines harmonisierten und l\u00fcckenlosen Registrierungssystems zu einem Klima des Vertrauens und der Transparenz f\u00fchren, was wiederum zu einem ehrlicheren Wettbewerb auf dem Markt und einem ausgewogeneren und korrekten Preisniveau f\u00fchrt. Car-Pass und RDW werden noch vor Ende dieses Jahres mit dem Austausch von Kilometerdaten beginnen (2016). Das ist wichtig, denn 15-20 % der Autos, die von den Niederlande nach Belgien importiert werden, haben einen zur\u00fcckgesetzten Kilometerstand. <\/p>\n<h2>Die Garantie von OPENLANE<\/h2>\n<p> Der Gro\u00dfteil der von OPENLANE an seine Kunden verkauften Fahrzeuge stammt von gro\u00dfen Leasing- und Vermietungsunternehmen. Diese Fahrzeuge werden w\u00e4hrend der Mietzeit von offiziellen Konzessionen der jeweiligen Marken gewartet. Das bedeutet, dass sie mit ihrer vollst\u00e4ndigen Wartungshistorie verkauft werden, aus der Sie die Authentizit\u00e4t des Kilometerstandes ableiten k\u00f6nnen. F\u00fcr Fahrzeuge von Flottenbesitzern oder H\u00e4ndlern gibt es jedoch auch mehrere M\u00f6glichkeiten, ihre Historie zu ermitteln. Falls gew\u00fcnscht, kann ein Car Pass angefordert werden, um den Kilometerstand zu \u00fcberpr\u00fcfen.
