Nachdem er h\u00f6here Z\u00f6lle auf europ\u00e4ischen Stahl (+25 %) und Aluminium (+10 %) verh\u00e4ngt hat, erw\u00e4gt er ernsthaft, Z\u00f6lle von 2,5 % bis 20 oder 25 % auf nicht-amerikanische Autos zu erheben.<\/strong><\/p>\n<\/div><\/div><\/div><\/div><\/div><div class=\"w-separator size_medium\"><\/div><div class=\"g-cols wpb_row via_grid cols_1 laptops-cols_inherit tablets-cols_inherit mobiles-cols_1 valign_top type_default stacking_default\" style=\"--columns-gap:3rem;\"><div class=\"wpb_column vc_column_container\"><div class=\"vc_column-inner\"><div class=\"wpb_text_column\"><div class=\"wpb_wrapper\"><\/p>\n<p style=\"text-align: justify;\">Angesichts der Aktionen der Trump-Regierung hat Europa vor kurzem beschlossen, sich zu wehren. Erstens, indem sie eine Beschwerde bei der Welthandelsorganisation (WTO) einreicht. Gleichzeitig importierten sie 8,3 Millionen (mit einem Wert von 192 Milliarden Dollar), von denen \u00fcber 6,8 Millionen aus vier L\u00e4ndern kamen: Mexiko (2,4 Millionen), Kanada (1,8 Millionen), Japan (1,7) und S\u00fcdkorea (0,9 Millionen). Was Europa betrifft, so exportiert Deutschland bei weitem die meisten Fahrzeuge in das Land von Onkel Sam. F\u00fcr die deutschen Autohersteller, die dennoch 90 % des Premiummarktes in den USA halten, gibt es nur 657.000 Fahrzeuge (laut VDA). Deutschland importiert 166.000 Fahrzeuge aus den Staaten. <\/p>\n<p style=\"text-align: justify;\">Rechnen Sie selbst nach: 57 Milliarden an Exporten stehen 192 Milliarden an Importen gegen\u00fcber. Wir sprechen also von einem Defizit von rund 135 Milliarden Dollar allein f\u00fcr \u201eAutos &amp; leichte Nutzfahrzeuge\u201d f\u00fcr die Vereinigten Staaten. Im Jahr 2012 betrug das Defizit 105 Milliarden. Nimmt man noch das Defizit bei den Bauteilen (das innerhalb von f\u00fcnf Jahren von 40 auf 60 Milliarden gestiegen ist) und bei den schweren Lkw (von 2,7 auf 8 Milliarden von 2012 auf 2017) hinzu, wird das Ausma\u00df des Problems der Wettbewerbsf\u00e4higkeit der US-Automobilindustrie (im weitesten Sinne) deutlich.<\/p>\n<h2>Eine Frage der &#8218;Standards&#8216;?<\/h2>\n<p> Der US-Pr\u00e4sident er\u00f6ffnete vor einiger Zeit die Feindseligkeiten: \u201eWarum kaufen die Deutschen nicht so viele amerikanische Autos, wie die Amerikaner deutsche Autos kaufen?\u201d&#x00a0;Die ehemalige deutsche Au\u00dfenministerin Sigmar Gabriel antwortete ohne Umschweife: \u201eDie Amerikaner m\u00fcssen nur bessere Autos bauen\u201d. <\/p>\n<p style=\"text-align: justify;\">Was auf den ersten Blick wie ein Schlagabtausch zwischen Politikern klingen mag, verbirgt in Wirklichkeit eine grundlegende Wahrheit. Der US-Automobilmarkt hat sich \u201eQualit\u00e4tsstandards\u201d auferlegt, die nur von&#8230; den Amerikanern geteilt werden.<\/p>\n<p style=\"text-align: justify;\">Und dann noch nicht einmal von allen! Seit etwa drei\u00dfig Jahren sucht ein wachsender Anteil der Amerikaner nach Fahrzeugen, die mehr den Gewohnheiten der \u00fcbrigen Welt entsprechen, wodurch der heimische Markt ernsthafte Wettbewerbsprobleme hat.<\/p>\n<p style=\"text-align: justify;\">Um diese Probleme (zumindest teilweise) zu kompensieren, scheint nichts logischer zu sein, als einen Teil der Montage und Komponentenherstellung zu verlagern. Insbesondere nach Mexiko.<\/p>\n<p style=\"text-align: justify;\">In Anbetracht seines ber\u00fchmten Wahlkampfslogans \u201eAmerica First\u201d ist es nur logisch, dass Donald Trump versuchen wird, diesen Trend umzukehren.<\/p>\n<p style=\"text-align: justify;\">Es sollte bedacht werden, dass die amerikanischen Hersteller von Trumps Ma\u00dfnahme am meisten betroffen sein k\u00f6nnten. Ford zum Beispiel fertigt in Mexiko f\u00fcr den US-Markt.<\/p>\n<h2>Braut sich da ein gro\u00dfes Problem zusammen?<\/h2>\n<p> Mit seinem Schwerpunkt auf Importe hat Trump wahrscheinlich ein Detail \u00fcbersehen: Die ausl\u00e4ndischen Autohersteller haben in Fabriken in den Vereinigte Staaten investiert. Das gr\u00f6\u00dfte BMW-Werk der Welt befindet sich in Spartanburg, North Carolina. Mercedes-Benz hat auch ein Werk in Tuscaloosa, Alabama und Volkswagen hat eines in Chattanooga, Tennessee. <\/p>\n<p style=\"text-align: justify;\">W\u00e4hrend die deutschen Hersteller also im vergangenen Jahr 657.000 Fahrzeuge in die Neue Welt exportierten, produzierten sie auch rund 804.000 Einheiten (immer noch laut VDA). Und nach Angaben von Bloomberg Intelligence exportierten dieselben Hersteller fast 490.000 Fahrzeuge, die sie in den Vereinigten Staaten produzierten, in L\u00e4nder der \u00fcbrigen Welt (einschlie\u00dflich Europa).<\/p>\n<p style=\"text-align: justify;\">Diese Hersteller laufen Gefahr, durch die von den beiden Kontinenten auferlegten Zollregelungen doppelt bestraft zu werden. Die Tarife &#8211; wenn sie (zumindest teilweise) an die Verbraucher weitergegeben werden, was sicher ist &#8211; werden wahrscheinlich f\u00fcr bestimmte Modelle steigen. Es sei denn, sie passen ihre Produktionsmodelle an, indem sie beschlie\u00dfen, n\u00e4her an den M\u00e4rkten zu produzieren, ohne zu exportieren. Und das hat Folgen: Die Umstellung der Produktionslinien in einem Automobilwerk &#8211; oder in diesem Fall in mehreren Werken &#8211; kostet Geld, und das ist nicht billig!<\/p>\n<p style=\"text-align: justify;\">Es sei denn, die Hersteller richten in den USA Flie\u00dfb\u00e4nder ein, um die als Baus\u00e4tze importierten Fahrzeuge zu montieren &#8211; mit geringerer Wertsch\u00f6pfung als in einer guten alten lokalen Fabrik mit einem engmaschigen lokalen Netz von Zulieferern. Diese Praxis w\u00fcrde es ihnen erm\u00f6glichen, die Z\u00f6lle zu umgehen.<\/p>\n<p style=\"text-align: justify;\">Und wenn der amerikanische Pr\u00e4sident auch Autoteile angreift, riskiert seine Regierung, sich die Haare zu raufen. Wie amerikanisch werden diese Teile sein? Die Lieferketten f\u00fcr Komponenten sind oft sehr lang. Es kann sein, dass sie in Europa (oder anderswo) hergestellt, in den USA modifiziert und dann in ein anderes Land zur\u00fcckgeschickt werden, um dort zu Baus\u00e4tzen zusammengebaut zu werden, bevor sie in die Staaten zum Lieferanten eines mexikanischen Herstellers zur\u00fcckkehren.
