UIT code generation for vehicle imports into Romania

Process for Romanian customers with or without OPENLANE transport

When importing a vehicle into Romania, a UIT code must always be obtained, regardless of whether you ordered transport via OPENLANE.

The context

The Romanian government has recently implemented updates to their legislation regarding the declaration of goods for all international shipments entering Romania.

These changes originate from the imperative to enhance the national system for monitoring road transport of goods, known as RO e-Transport. This initiative aims to strenghten administrative capacity against tax fraud. By deploying intelligent digital solutions, the goal is to uniformly manage and efficiently control road transport of goods with high tax risk, including international shipments within the national territory.

Effective from January 1st, 2024, with mandatory compliance starting July 1st, 2024, it is now obligatory to declare all shipments through the Romanian E-Transport System before the vehicle’s arrival in Romania. Failure to complete this declaration correctly may result in considerable penalties, reaching up to 100,000 RON.

When is a UIT code required?

A UIT code is always required for all transported goods imported into Romania.

How the process works?

There are two methods to streamline the declaration process for your shipments.

Option 1: Self-managed transport

If you prefer to handle transportation independently, here are some instructions to guide you through the declaration process. Strict adherence to these guidelines is imperative to comply with Romanian legislation.

Provide essential information, including:
  • Vehicle value and weight
  • Transport date
  • Transport organization name
  • Truck number and trailer number
  • VAT number of the buyer
  • Border point of entry into Romania

You request the UIT code

After receiving the details from our transport partner, you must go to this website and register the vehicle. On the website, click on the button „Autentificare RO e-Factura/RO e-Transport/RO e-TVA”. For more details, read this guide.

To complete the registration and get the UIT code, you will need to provide:

  • Transport Start Date
  • Truck No.
  • Trailer No.
  • Transport Organizer CUI
  • Border crossing point
  • Unloading location

Our carrier will provide the information you need to complete the UIT registration:

You request the UIT code

You submit the UIT code

Once you have obtained the UIT code, you must submit it here.

This must be done within 48 hours after receiving the license plate and border crossing location from our transport partner.

Important: 48-hour deadline & Non compliance

  • After our transport partner shares the vehicle details with you, you have 48 hours to submit the UIT code.
    To avoid delays, complete the registration and submit the UIT code as soon as you receive the license plate and border crossing location from our transport carrier.
  • Please note that all fines, penalties, costs, delays, or retributions resulting from missing, late, or incorrect UIT codes are entirely the buyer’s responsibility. OPENLANE cannot be held liable in any way for non-compliance with Romanian legal requirements.
  • We will comply with all legal obligations and requests from the Romanian authorities.

  • Wait for our transport partner to contact you
  • Register the vehicle on this website after receiving the truck license plate and border crossing location
  • Obtain your UIT code and submit the code on our transport partner’s website within 48 hours after having received the details.
